Rep. Stephanie Barnard’s bill expanding property tax relief for disabled veterans signed into law by governor

Rep. Stephanie Barnard’s bill to expand property tax relief for disabled military veterans was signed into law on Tuesday, May 7, by Gov. Bob Ferguson.

Engrossed House Bill 1106 reduces the disability rating threshold for veterans to qualify for Washington’s senior and disabled property tax exemption program. Beginning with taxes levied in 2027, veterans with a 40% or higher service-connected disability rating from the U.S. Department of Veterans Affairs will be eligible, down from the current 80% threshold.

“This bill belongs to our veterans,” said Barnard, R-Pasco. “I’m just grateful to have played a small part in helping make this happen. Reducing these barriers means more of our disabled veterans can stay in their homes and receive the support they’ve more than earned.”

The bill passed the House unanimously and cleared the Senate on a 48-1 vote, signaling strong bipartisan support.

“Every lawmaker, regardless of party, understands we have a duty to care for the men and women who put their lives on the line for our country,” Barnard said. “This new law will ensure thousands more disabled veterans receive the support they need to stay in their homes and maintain their independence.”

Barnard initially proposed a phased reduction of the rating requirement, but the final version, approved by the Senate, establishes a single qualifying threshold of 40% starting in 2027. Barnard said she sees the change as meaningful progress.

“We struck a balance between expanding access and ensuring the program remains sustainable for years to come,” she said. “I’m grateful to the veterans who testified, my colleagues in both chambers, and the governor for helping make this possible.”

HB 1106 will take effect 90 days after the 2025 legislative session adjourns on April 27.
