Governor signs Rep. Stephanie Barnard’s bill supporting accredited birthing centers into law

Rep. Stephanie Barnard’s bill to streamline inspections for accredited birthing centers is now law, following the governor’s signature.

Substitute House Bill 1824 removes the requirement for duplicative state licensure surveys for birthing centers already accredited by a nationally recognized body, provided the accreditation standards meet or exceed those set by the Washington State Department of Health (DOH). The bill maintains important oversight provisions while reducing unnecessary regulatory burdens.

“This new law is a win for families and maternal care providers across our state,” said Barnard, R-Pasco. “We’re clearing out bureaucratic red tape so healthcare professionals can focus more on delivering care, not filling out redundant paperwork.”

Under SHB 1824, accredited birthing centers will be exempt from state surveys if their accrediting organization meets DOH standards, and a recent on-site study has been conducted. The DOH will continue to manage initial licensure, enforcement, and inspections for areas not covered by accreditation.

“Birthing centers are already meeting high national standards,” said Barnard. “It just didn’t make sense to require them to go through the same process twice.”

The new law also allows the DOH to conduct limited validation surveys to ensure ongoing compliance, while shifting more attention to facilities that are not accredited.

“This is a smart, efficient approach to regulation that protects patients and helps smaller care providers thrive,” Barnard added. “I’m proud to see such strong bipartisan support for a solution that truly makes a difference in people’s lives.”

SHB 1824 passed the Legislature unanimously and will take effect 90 days after session adjournment.
